Human Rights Commission Saudi Human Rights Commission: Commission aims to protect and promote human rights and according to Islamic law and international human rights standards in all areas, and the dissemination of awareness and contribute to ensure the application in light of the provisions of the Islamic Sharia law. Authority is the independent government by making competent opinion and advice in relation to human rights issues. The comprehensive reform vision espoused by the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz in various fields contributed to a large quantum leap in the field of promotion of human rights and activate the protection and care of these rights mechanisms, and that the election of the Kingdom of the membership of the Human Rights Council of the United Nations for two consecutive represents a recognition of the explicit including human rights enjoyed by the Kingdom of the attention of the leadership, and recognition internationally for the efforts and initiatives of the Custodian of the Two Holy Mosques in the protection of these rights. The Capital Market Authority (CMA)
The Capital Market Authority (CMA) The Capital Market Authority (CMA) in Saudi Arabia unofficially started in the early fifties, and continued to operate successfully, until the government set its basic regulations in the eighties. The current Capital Market Law is promulgated and pursuant to Royal Decree No. (M/30) dated 2/6/1424H, which formally brought it into existence. The CMA is a government organization applying full financial, legal, and administrative independence, and has direct links with the Prime Minister. Functions The CMA’s functions are to regulate and develop the Saudi Arabian Capital Market by issuing required rules and regulations for implementing the provisions of Capital Market Law. The basic objectives are to create an appropriate investment environment, boost confidence, and reinforce transparency and disclosure standards in all listed companies, and moreover to protect the investors and dealers from illegal acts in the market. Bureau of Experts at the Council of Ministers Bureau of Experts at the Council of Ministers : On the 12th of Rajab, 1373 H, a royal order was issued passing the Law of the Council of Ministers. Article (19) of said Law provided that the Council of Ministers be formed of several departments, including (The Department of Technical Experts). Accordingly, a royal decree was issued approving the Law of Council of Minister’s Departments. Part 3 of the Law was specifically for the Department of Experts; it’s formation and to whom it reports. On the 12th of Safar, 1394 H, Council of Ministers Resolution No. (168) was issued including the formation of the Department of Experts, conduct of business and regulation of its financial affairs and powers. On the 16th of Dhu al-Qa’dah , 1394 H, High Order No. (431) was issued approving the Department Bylaws. On the 18th of Jumada I, 1396 H, High Order No. (3/m/1653) was issued approving financial independence of the Department and to be a constituent of the Council of Ministers, thus becoming an independent body from the General Secretariat of the Council of the Ministers, both financially and administratively. On the 20th of Shawwal, 1402 H, Council of Ministers Resolution No.(166) was issued approving the Regulatory Bylaws for the duties of the General Committee of the Council of Ministers, including the regulation of the General Committee’s relation to the Department of Experts. On the 13th of Rabi’ I, 1414, the current Law of the Council of Ministers was issued, following Royal Order no. Communications and Information Technology Commission Communications and Information Technology Commission was established under the name of (Saudi Communications Commission) pursuant to the Council of Ministers Decision No. (74) dated 5/3/1422H. The name was changed after the Commission was entrusted with new tasks related to information technology to become (Communications and Information Technology Commission) under the Council of Ministers Decision No. (123) dated 21/5/1424H. The vision statement of the Commission is "Universally available, high quality and affordable communications and information technology services". The Commission enjoys the juridical personality and financial independence to achieve its objectives stipulated in the Telecommunications Act, its Bylaw and the Ordinance of the Communications and Information Technology Commission. The Government of the Custodian of the Two Holy Mosques has understood the importance of keeping pace with the huge developments in the field of telecommunications on international level which leads to regulatory changes in the competitive and investment environment of this sector, and how these developments create fundamental changes in the infrastructure and regulation of the telecommunications sector in the Kingdom. Anti Corruption Commission The Anti-corruption Commission is intended to protect integrity, and enhance the concept of transparency, as well as combat financial and administrative corruption in its different forms, manifestations, and techniques, and to that end, the Commission holds the following competencies: Following up implementing the orders and instructions relating to the common public and the citizens’ interests to ensure the compliance therewith. Investigating the points of financial and management corruption within the public works contracts, operating and maintenance contracts, and other contracts relating to the common public and the citizens’ interests at the entities working within the competencies of the Commission, and conducting the necessary regular procedures regarding any contract deemed corrupted or was entered into or is being executed with contravention to the rules and regulations applicable provisions. Communicating detected irregularities and violations relating to financial and management corruption to the watchdog or investigation agencies as the case may require, along with notifying the Chairman of the Commission to which the contravener affiliates, of them, and the Commission shall have the access to the investigations developments and shall follow up the flow of measures undertaken in this respect, and ask the authorities to conduct whatsoever precautionary or conservatory procedures in accordance with what’s required by the system regarding anyone who, through strong evidences and proofs was proved to have committed deeds that fall under corruption. In all cases, the Commission must report such irregularities and violations of any entities working within the competencies of the Commission that it deemed as having institutional dimension, to the King for further action. Working on meeting the objectives set forth in the National Strategy to Protect Integrity and Combat Corruption, and following up the implementation thereof with the authorities, as well as monitoring assessing, and reviewing its outcomes, and putting in place the program of action and implementation mechanisms thereof. Promoting the efforts of both private and public sectors adopting plans and programs for the purpose of protecting integrity and combating corruption, and follow up the implementation and assessment of the outcomes thereof. Following up the recovery of stolen money and returns as a result of crimes of corruption, with the authorities. Reviewing the work approaches and measures at the entities working within the Commission competencies, for the purpose of identifying the points of weakness leading to corruption, and working on addressing them to ensure the Commission objectives and implementing the competencies thereof. Recommending the necessary systems and policies to hold back and combat corruption and conducting a regular review of systems and relevant regulations, to identify its sufficiency, and develop and report thereof as per the regular measures . Establishing the necessary controls regarding submitting financial disclosures, and functional oath performance for some categories of the Kingdom’ss personnel, and reporting such to the King to consider the approval thereof. Following up the extent to which the entities working within the Commission competencies, are carrying out their duties towards the enforcement of the systems criminalizing financial and management corruption, and working on enhancing the accountability principle, regardless of the personality or position of the contravener. Following up the implementation of commitments stipulated in the international agreements relating to protecting integrity and combating corruption,t o which the company is a party. Providing direct communication channels with the public to receive their reports related to corruption behaviours, and verifying such reports, then taking the necessary actions in this respect. Working together with the respective entities, and civil society organizations to enhance the realization of the sense of citizenship, and the significance of protecting the public funds, facilities and properties, to ensure the proper management and maintenance thereof. Receiving periodical reports and statistics from the entities working within the Commission competencies -as per the requirements of the Commission-and examining as well as preparing analytical data thereof, then taking the necessary action. Supporting the researches and studies’ procedures relating to protecting integrity and combating corruption, along with urging the authorities and specialized research centers to contribute to that. Conducting studies and benchmarking relating to corruption of the required disciplines. Collecting information, data, and statistics relating to corruption, analyzing thereof and setting up databases and information systems relating thereto. Raising awareness of the concept of corruption, establishing and identifying the risks and impacts thereof, as well as demonstrating the importance of protecting integrity, promoting self-censorship, and intolerance with corruption, along with promoting civil society organizations and mass media to cooperate and contribute to that matter. General Authority of Civil Aviation
General Authority of Civil Aviation The Emergence of the General Authority of Civil Aviation The debut of the civil aviation in the Kingdom goes back to the year 1354 A.H. corresponding to 1934 A.D. when one of the petrol companies that has later become part of ARAMCO Services Company has established a desert runway next to Jubail city. The Kingdom owned its first civil aircraft in the year 1364 A.H. corresponding to 1945 A.D. of the model (DC-3 Dakota) to which two other aircrafts of the same model were added at a later stage. The first civil aviation rule in the Kingdom was issued in the year 1372 A.H. corresponding to 1953 A.H. Upon its separation from the Saudi Royal Air Force, the Presidency of Civil Aviation used to have under its wing the Saudi Arabian Airlines & the Meteorology Department, until the Saudi Arabian Airlines was separated from the Presidency of Civil Aviation in the year 1379 A.H. corresponding to 1960 A.D., and that was transformed in the year 1383 A.H. corresponding to 1963 A.D. to an independent public institution. In the year 1386 A.H. corresponding to 1966 A.D., the Meteorology Department was separated from the Presidency of Civil Aviation and its budget has become independent. In the year 1397 A.H. corresponding to 1977 A.D., the name of the Presidency of Civil Aviation has been amended into the General Authority of Civil Aviation. During these years, the Kingdom has achieved unprecedented growth and quality leaps in the civil aviation domain and industry that covered major developments in passengers' transportation, air cargo, airports construction and equipments, air navigation and control. Saudi Commission for Tourism and Antiquities (SCTA) Saudi Commission for Tourism and Antiquities (SCTA), since its inception has passed through several stages before getting its current structure and become the first ever government agency responsible for the tourism sector in the Kingdom. Saudi Council of Ministers on 12/1/1421H (16/04/2000), issued, Resolution No. (9) for the establishment of Supreme Commission for Tourism (SCT) with an emphasis that tourism is one of the productive sectors that can retain the Saudi tourists within the country, at the same time increasing investment opportunities, developing human resources, and expanding and creating new job opportunities for the Saudi nationals. Subsequently, due to the importance of the Antiquities and Museums sector, another Resolution No. (78) dated 16/3/1429 H ( 24/3/2008 ) by the Council of Ministers was issued to integrate the Antiquities and Museums sector into the Supreme Commission for Tourism (SCT), with this SCT became a body responsible for the implementation of the related tasks, in addition to its original responsibility on tourism. According to this resolution, the name of 'Supreme Commission for Tourism’ (SCT) was changed to 'Saudi Commission for Tourism and Antiquities' (SCTA), with the confirmation that the domestic tourism is a reality that requires the formation of a national authority responsible for its planning and development, in view of the following distinct components: Huge archaeological treasures, rare historical sites, and historic museums, all linking the Kingdom to many ancient civilizations. General Commission for Audiovisual Media Body established under the Council of Ministers Resolution No. 236 dated 21 Rajab 1433 AH as a body independent legal personality and enjoys financial and administrative independence. Saudi Commission for Health Specialties: In 1403 AH, a Royal Order was issued approving the Statute of the Saudi Commission for Health Specialties (SCFHS). SCFHS is responsible for supervising and evaluating training programs, as well as setting controls and standards for the practice of health professions. SCFHS launched its work through its competent supervisory, executive and specialist boards and committees. To date, the number of adopted programs exceeded 37. Based in Riyadh, SCFHS was established by Royal Decree No. M/2, dated 6/2/1413 AH. SCFHS is a scientific Commission which has legal personality, and its Headquarter is located in the Diplomatic Quarter, Riyadh, with several branches across the Kingdom (Commission branches).
