In 1374 H., Cabinet Resolution No. 11, defining punishments for narcotics smugglers, their assistants, dealers and users was issued. In 1380H (1960), the Narcotics Control Section was established within the General Investigations Department. The Narcotics Control Section continued practicing its duties until it was developed into a division. On 1/7/1391H (1971), the Narcotics Control Division reported to the Criminal Security (presently Operations Affairs), within the Public Security Sector. In 1392 H., the narcotics department became a central general administration. On 18/10/1398H, the Narcotics Control Division reported directly to the Ministry of Interior as a central General Department. On 1/1/1401H (1981), the General Administration of Narcotics Control (GANC) reported directly to HE the Director-General of Public Security Sector. Due to the large area of the Kingdom of Saudi Arabia, the GANC has been developed to include 93 departments, divisions, sections, units and offices covering all Saudi cities, airports and seaports. The GANC has adopted a slogan: "Controlling Narcotics is a Religious, National, and Humanitarian Duty." The Capital Market Authority (CMA) The Capital Market Authority (CMA) in Saudi Arabia unofficially started in the early fifties, and continued to operate successfully, until the government set its basic regulations in the eighties. The current Capital Market Law is promulgated and pursuant to Royal Decree No. (M/30) dated 2/6/1424H, which formally brought it into existence. The CMA is a government organization applying full financial, legal, and administrative independence, and has direct links with the Prime Minister. Functions The CMA’s functions are to regulate and develop the Saudi Arabian Capital Market by issuing required rules and regulations for implementing the provisions of Capital Market Law. Bureau of Experts at the Council of Ministers Bureau of Experts at the Council of Ministers : On the 12th of Rajab, 1373 H, a royal order was issued passing the Law of the Council of Ministers. Article (19) of said Law provided that the Council of Ministers be formed of several departments, including (The Department of Technical Experts). Accordingly, a royal decree was issued approving the Law of Council of Minister’s Departments. Part 3 of the Law was specifically for the Department of Experts; it’s formation and to whom it reports. On the 12th of Safar, 1394 H, Council of Ministers Resolution No. (168) was issued including the formation of the Department of Experts, conduct of business and regulation of its financial affairs and powers. On the 16th of Dhu al-Qa’dah , 1394 H, High Order No. (431) was issued approving the Department Bylaws. On the 18th of Jumada I, 1396 H, High Order No. (3/m/1653) was issued approving financial independence of the Department and to be a constituent of the Council of Ministers, thus becoming an independent body from the General Secretariat of the Council of the Ministers, both financially and administratively. On the 20th of Shawwal, 1402 H, Council of Ministers Resolution No.(166) was issued approving the Regulatory Bylaws for the duties of the General Committee of the Council of Ministers, including the regulation of the General Committee’s relation to the Department of Experts. Communications and Information Technology Commission Communications and Information Technology Commission was established under the name of (Saudi Communications Commission) pursuant to the Council of Ministers Decision No. (74) dated 5/3/1422H. The name was changed after the Commission was entrusted with new tasks related to information technology to become (Communications and Information Technology Commission) under the Council of Ministers Decision No. (123) dated 21/5/1424H. The vision statement of the Commission is "Universally available, high quality and affordable communications and information technology services". The Commission enjoys the juridical personality and financial independence to achieve its objectives stipulated in the Telecommunications Act, its Bylaw and the Ordinance of the Communications and Information Technology Commission. The Government of the Custodian of the Two Holy Mosques has understood the importance of keeping pace with the huge developments in the field of telecommunications on international level which leads to regulatory changes in the competitive and investment environment of this sector, and how these developments create fundamental changes in the infrastructure and regulation of the telecommunications sector in the Kingdom. In the light of this attention by the Government, the Royal Decree No. (M/12) dated 12/3/1422H was issued to approve Telecommunications Act and the Ordinance of the Saudi Communications Commission which were issued by The Council of Ministers Decision No. (74) dated 5/3/1422H These legislations aim to face the challenges of the coming stage in the field of telecommunications, and creating a competitive environment based on equity and transparency emerging from it provision of high quality universal telecommunications services at affordable prices, activating the role of the private sector and motivating its investments in that field.
